Well due to the tendencies of umbrellas to turn inside out during excessive wind then I would say there's only about 25% of your fall is going to be covered by the umbrella.
However since that only leaves 3/4 of a story then I'd say the outcome depends on how you classify dangerous....eg: is 2 broken legs, arms, 6 broken ribs and internal bleeding dangerous...?
If not then nope, not dangerous at all... :)
Btw, if you're a cat it's blinking lethal as it needs at least 7 stories to survive the fall...!

Most certainly. Most umbrellas don't survive a windy day, much less a 200-pound man jumping off the roof. While you will survive, depending on how you land and the ground you land on, you may sprain an ankle or even break your leg.
You'd be safer jumping off the bed.
