Writing like that all the time? I guess its different compared to the other people who just write in lower case. It stands out and maybe they want people to really pay attention and notice them.
Personally I can't stand it, like mystery2 said, I always feel they're yelling at me and it gives me a headache.

Seems like a mixture of two things; Attention & Emphasis; of they're trying to get across.. But mainly attention.
They are lazy or unsophisticated ignorant people who just do not care. Not to label them but that is pretty darn rude and ignorant.
