Question: You know, that's actually a very good question, I've never thought about that.
How ever, I would say, the horse is the navigator, being as they're both paranormal in nature, it's possible that the horseman has a connection with the horse so that the horse will go where he needs to go, rather than wander around.
Simple team work, I would assume.

I think he has a tiny webcam wrapped around his spinal cord and shooting out the top of his shoulders, where is head should be. Then he sits his decapitated head in front of his laptop and watches where he goes and shouts directions into a mini micro phone.
