It depends on how close you are. Lingerie is always a treat, even when someone says it isn't -- it is.
Rings -- for toes or ears are good, fine jewelry, which doesn't have to break the bank. You can get some very nice 14K earrings or anklets at some of the outlet malls or Mervin's or target.
If she is a reader, books are a hit!
If she likes to cook, then set up a Pampered Chef party and surprise her -- let her pick the items, and because you put the party on, the other sales will reduce your cost.
A surprise dinner -- all made with romantic music and candlelight's.
Do you have and play Wii -- Games for Wii are a hit! The skins for the control covers are really good - get her favorite color and yours. They not only protect the controller, they let you know which one is "missing" if it gets lost.
A gorgeous card and flowers. They mean a lot, particularly if you don't get them.
Tickets for a concert or a trip.

You could go with the classic flowers or chocolate.
Maybe a gift certificate for a spa and you could go together.
Make a cd with some of her favorite songs on it and songs that remind you of her.
If you're serious with her and want to get something more expensive, an iPod loaded with her favorite music is nice, or a cellphone or something, but that's more of a gift someone would give to a spouse.
Valentine's day is so overrated. She loves you, take her out for a nice relaxing dinner in a quiet place, or cook for her. Gifts are all about money, make her something, that caters to her interests. Get some older champagne or merlot, have a nice fire and romantic music going. Read her a poem that you personally wrote, dress nicer than your usual jeans and tee. Make love to her like she's the only woman on the planet. She'll fall in love with you all over again. And if your set on being a conformist, bye some beautiful beads, artsy ones that are in her favorite colors and make a matching necklace and bracelet set, with a circle somewhere in the design symbolizing everlasting or continuous. Think personal. Think like you.
