they probably review the question when someone reports it. If it is okay, they put it back out there, if it is not (which it sounds like it is not), they don't allow it and I think the person asking it gets into some kind of trouble. That would make sense to me - some people have different views and report things that might not be all that bad or offensive. Maybe they don't like the person too - that happens.
