It seems that way. Maybe the person who blocked you was insulted by one of your answers. Don't worry I will never do that to you.
If there is no red circle then you haven't been blocked, he/she has probably been deleted/suspended.

If someone has blocked you from seeing their Q&A thn you will not be able to see them on their profile :o)
