As 'Everyone Knows' only drug dealers use them, and too many of them have been arrested by the "authorities" to allow Joe Citizen to use them anymore - the same 'little people' the Bush Crime Family increasingly spies upon while the Prexy preachifies on how much he trusts them. See, if you arrest the money, it's a quick financial shot in the arm for the confiscators. Just try to get it back!
