When a blind person dreams, can they see in the dream?!

Yes they can

Depends on weather they ever had any sight

Have no idea.

But if they did, how would they know WHAT to dream about since they don't know what things look like?

I've often wondered that. I would think they could, but i'm not sure.

I am sure they do, but what they see I am unsure. This has always been a question I have often thought of too.
