I would go on the extremes of things. People that are in their senior years and have declining health (vision and hearing). Their driving is worse by nature. Also, teens are horrible drivers. It is related to the fact that many do not think that anything awful can happen. They tend to be more careless with driving and lack defensive driving skills. Many are more aggressive as well.
senior citizens.
wayyy to slow.
don't watch where they're going.
don't use blinkers.
