It's an old term, very popular with the radical youth of the 1920's. Had a revival in the 1950's. It's probably time for it to become the latest fashion statement again.
I've already lived through cool, boss, OK, A-OK, neat, neat-oh, neat-oh-conceit-oh, bitchen', far-out, boffo, far-f___-a__-out, (lots of expletives still available), total toys, sick, gnarly, m-kay, etc.
As far as such useless modifiers go, swell is swell cuz you can use it successfully in any crowd without offending anyone. In a PC world, it's totally cool...so treat the teach with respect --- he's hip. This might be the newest trend in jive/lingo/slang/smack. Ya dig?

Yeah, I used to work with someone who said that a lot. She is not old though, I would guess early 20's.
lol, well i don't know them personally , but occasionally i do come across people who say it .
my father in law says " cool bananas " a lot and it makes me laugh , just cos you wouldn't expect someone like him to say that phrase lol

Check Dictionary.com, there are 24 definitions for swell, so I would guess it would be in context with your teachers usage of the word. Hey, that was a swell question you asked! hahahah
I think thats swell of him....maybe he can teach the kids a better word than say "The bomb"
