Our friend above me seems to have almost found away, but it is way beyond my comprehension.
To truly be a 100% best answer rate -- every question you answer would have to be rated as a best answer. As soon as you "lose" one, you're at best 99% or so (depending on the number of questions answered & rated as best answer previous to that one). I don't think there is an upper limit, except that it is inconceivable you could possibly get every single one rated as a best answer from here to eternity.
I'm sure it couldl go on forever. But I've never had close to 100% so I wish everyone luck!

it would be based on how the chooser and chosen maintain a timingly synchronized voting pattern and withdrawal, there is no guarantee of winning % wise without pre-set , you would have to chose within a days limit or it goes to vote, then anyone can vote for best answer, or deny and even remove question,
and also in a sense by chance, one correct answer first time, would a user 100% best, after that, it would be random as a fractal in a timeline,

Cripes, you're right. That guy will have it if you give it to him, and he seems to have the "best answer." I'd have to say, that's pretty amazing...
I can't even imagine how one could get to that point. You would have to choose the questions you answer very carefully...
I think you should give it to him so he can move on to the next.
I also think he will come to a point when someone notices his answer percentage and doesn't select him, just to foil his plans...
but who knows..
