Yeah, but it never really freaks me out. I always kinda feel comforted. Like I saw one of a older woman in 20's style fashion and she looked stern, but nice.

Yes. The eyes of paintings seemingly following you happens when the person being painted looks directly at the artist, so since you're kind of trading places with the artist, it looks like they're staring at you.
