I think it has to do with the fact that a white shirt absorbs stains, and reflects back less color where dirt appears. White cars don't absorb dirt, and reflect back more brilliant white than the less-brilliant color of dirt. However, black cars absorb light, whereas the dirt does not absorb as much light, so it is illuminated by any light that skims the surface.

Because dirt doesn't stick to clothes you can always "dust off"!!
