It's a way of letting you know that they're a hazard. Aviod before they do something really stoopid!

Well since it against the law ... at least here in California ... they better have a good one or they'll be paying a hefty fine!
I think it's only appropriate when you're pulled over to the side of the road and inching forward slowly trying to get somewhere to get some help. (Especially if you're a woman and alone or with children in the car!)
