I think it still means what it used to but people tend to not care what it means. So I think they don't understand the n and the o.
The part of no they don't understand is the part where they don't get what they want. Maybe if when you say this (if it is a man who can't understand) you should slap your hands together hard, and say no with force. Like they do dogs.
This problem arises from people that play games. I mean, how many times have you seen someone say no and ended up doing it anyway, or just saying no so that person will try harder, or something like that? I agree, people are stupid but the stupidier people made the stupid people stupid in the first place.
You and I both know, "no" means "no", zero,notta,not happening.

Ohh! Aint life cruel. Woman of whom I pride myself in being in fact a lady, are the worst culprits. Ask the average man do you want a drink and he will answer yes/no. Ask the average woman, and she will be raking through cocktails and all the smart bevvies until its nearly closing time. Women often say no when they are teasing but how in the name of God can men understand that. I refuse to rant, but I do know what you mean. My brother has the right idea, he is a plumber sorry thats another brill idea, if he is phoned out to sort something he says "No" and no more all thats needed.
People only hear what they want to hear and understand what they want or care to understand. When it's something that they don't want to hear or understand then it doesn't make sense to them.

NO can be very confusing!
Take the N for instance. First it's down, then it's up, then it's down again, then up again. Very non-committal. Then there's the O, all it ever does is go round and round in circles. No wonder people don't take NO seriously!!

They know its no.. but just dont want to accept the answer.No means yes to them but you have to make it clear that no means no..They want something else and it up to the one that says no to mean it..under NO uncertain terms.
