No. The fact that you can't sleep is you own problem. You are allowing someone else to control you. As stated, this can only happen IF you allow it to. You need to take control of yourself, and stop worrying about what others do that you can't control.

In my opinion sleeping habit is within you its either theres noise because of someone else or its so quite if you can't sleep then you really can't and don't add more stress into yourself by trying someone not to sleep because of their behavior but instead you better make it a motivation to do the things you need to do if you can't sleep like reading, writing letter etc.and am sure with that you will not irritated anymore and sleep will come soon.
if the two of you are just having fun then it's ok for a bit to tease each other.
BUT
if the person can't help it. like if the person has a sleeping disorder like loud snoring then no it's not ok.
if the latter is the case then, the solution would be finding this other person help. tell this person to use breath right strips. these work really well,
