I'd go about it VERY polietly. If its really random...like someone I dont speak too...then why bother? If I dont want to be friends with someone then I can just avoid the akward talks of things I dont like about them.
If its a positive then I'd for sure tell lthe person what i really think of them. It's just a little more delicate with the negatives.

I don't sugar coat anything, if I don't like someone for any reason, I'll tell them to their face.

I certainly do if they bring up the subject first - otherwise I try and spend as little time with toxic people as possible. Life is too short to pretend...so I surround myself with those that make me laugh, that I truly care about and that know exactly where they stand with me!
It depends. If we've been like together forever, then I wouldn't inhibited to tell him/her anymore. But if it's just an acquaintance, I'd rather be polite, and shut my mouth especially if it's not really necessary to tell the person my impression of him/her. Unless of course if he/she's doing something totally annoying, then that's a different story altogether. And he/she would need to be told off.
