Question: I looked at the top 10 and none were top contributors in this category. I used to see them around, but have not seen any P&S top contributors for a long while.

No. Everyone woke up one day and they had all been stripped of that title.
Does one become a TC by how many questions they ask or how many they answer or best answers?
