I'd say it's true, Blood has billions and billions of blood cells, and if you let blood out of a while it dries up fast. Water would still be a liquid.

It's true and everyone knows but in what context u r asking this. It's really a proverb to identify close relative who have quarrels between them sometimes over something but come together when someone among them is in trouble or there is family festival. It's because they r in blood relationship and blood is thicker than water which easily flows out.
