The novels of these stories, as we know them, were written and set in the late 19th century. Thus, an accurate production based on the books (a foreign concept today, for the most part) would be set in the same time period.

The movie The Curse of Frankenstein probably took place in the 1800's because that is when the novel Frankenstein was first published by Mary Shelly and she lived during the 1800's. Also, Dracula was written by Bram Stoker who also lived during the 1800's and in 1897, published the novel Dracula. In other words, maybe the movie producers wanted to create the movies as close to the original story from the book as they possibly could and authors usually write in the tense of what is going on around the time that they live.
