thats stupid...lives are saved with spontaneous action.
if you are spontneous then perhaps people may get upset or hurt sometimes but rarely die.
It would be smart to think before you speak,but it shouldn't be law.We already have many laws to obey.I think saying the wrong thing and regretting it is punishment enough.
Their punishment is regret. But their reward is having another chance to do a better job next time.

I am not sure of the punishment because I am sure that I have blurted out some stupidity at some point, but repeat offenders should be punished!
You are right. And the world would be a better place if we would stop and consider others before opening our big mouths....Often I will type out a nasty answer....hit delete and type a completely different well thought out answer. We should be so lucky to have that in our lives.
The penalty should -- 5 hours of listening to my Mother In Law!
