Personally, i don't think it is creepy or rude, but some people might think it is. Maybe just smile at them instead.
As long as you say it in the right way.....example. don't follow them home, hide behind a bin with your trousers round you ankles then jump out and tell them. This would be creepy.

a complete stranger said it to me the other day in the morning when I was out walking. was a nice thing to do I guess, but I kind of felt a little bit weird about it, said thanks then walked away swiftly!
I dont know where you live, but around these parts, ppl dont have a problem letting you know how they feel! I've even had a guy roll up on me in the summer and say "you got some beautiful a s s feet girl!" now thats kinda creepy

I don't get very many compliments, unless it's online. I would love it if someone was to say I was attractive. I know it would make me feel better about myself and not be so depressed
