because zombies and humans aren't the same species really,one is infected one is classified "normal/healthy" a zombie would be a cannibal if it decided to feast on a fellow zombie,but if it feasts on a human,it's only natural and it's not at all considered cannibalism.
Zombies are the living dead that eat people and that is there only instinct- to feed on human flesh. But cannibals are regular alive people that just eat people like we will turkey tomorrow, and they are fully aware of their senses (well, for the most part)

Zombies are sort of cannibals depending on how you look at it.
Since they were actually once humans, them eating humans could qualify as them being cannibals.
If you classify them as zombies as a different species to humans then they aren't zombies. Zombies don't eat other zombies because they need fresh, alive meat.

Cannibals are alive and zombies are in state of natural power over mind over matter.In other words not alive-
Zombies are simply "once living humans" that have somehow (depending on the movie, show, storyline) come back to life with primative instincts to simply kill ppl, eat their flesh, or their brains (also depending on the movie).
Cannibals however are otherwise normal human beings (or can be disquised as such) that function as other humans do with the exception that their main source of nutrition is meat from another human body.
As far as why zombies arent considered cannibals even though they fest on flesh, perhaps because they dont do it out of a concious choice but rather an uncontrolable instinct as a creature of the "undead".
It's up to the DM and the roll of the die.
