i think when you hit level two.... 250, you get to rate questions
When you hit level 2
all most 5000 and whats the right rate???

you have to have 250
click on ur pic and it should tell u how many points u have and there's a chart that says what u can do with so many points.
I have over 3,000 and I rate everything I think deserves a rating!
i dont know.. i didnt check... bu ti could have answered lots of stupid questions and got 2 points on each... but i choose what to answer :)
i scan questions and see what's the most fun to answer :)

you have to make a good point to get 10 points and when it's not good enough you still got your point to have 2 pts.don't even ask because you lose 5 pts and some violation if you don't know how to ask in a right way.click my profile you will see total pts with a ? next to it click it you will know rules about points and levels.I just want to make a short answer a little bit longer because some people like to read long answer.
