If I had the guts, I would say that all the time...'Don't speak unless spoken to"...but I'm always worried about hurting peoples feelings...

It depends on who the 'someone' is. A co-worker, a friend, a boss, a family member, a stranger. No matter how you say it or do it, the person is bound to get hurt feelings so weigh closely the advantages of 'silence' versus the disadvatages of allowing the person to talk. Depending on who that person is in relationship to you, you might be better off just listening for a while, then saying, "nice chatting with you, but I need to get back to my book" or whatever excuse you have at hand.
