they did not realize how many peole woulod be playing and the server cant handle it:)
or some freak keeps violating so many people that they have to work a lot harder than they ever thought..hence the Coffee break

I think the system needs MORE coffee.
The admins are most likely providing some minor updates. Chances are that you can just refresh the page to do what you need.
They are under staffed.
