No cape, but a crown would would be nice. My first law would be, All loyal subjects of King Otis will do one good deed to someone they meet every day. My second law would be, Repay that good deed two fold. And my third law, py your King Otis taxes before the 5th of each month

In my newest military fiction book, I am the top Allied commander in the world. It's a big job and I have a lot of jurisdiction. I leave the laws to the legal beagles.

The world comprise of many countries. Hence no one can become a ruler of the world.
Even if such thing exists, such a big position will be flagged with many a limitation and restriction, rather privileges and eligibilities to act.
Even wearing cap would be according to the custom of that throne rather than my interest.
For a person outside,there will be many attractions when he looks big walls. But for the man inside and sitting on the throne, nothing happens to be attracting, and everything looks like dangerous.
Especially one at such a higher position need not have to enact a law for his own entertainment. Whatever he wants to enjoy, everyone supports and supplies from where-ever they are available.
If that much is your question it is alright.
But more behind is we have a proverb,"Distant hills appear to be very smooth", but when you go nearer and nearer you know how hills look like.
Thus all attractive placements/positions on this earth look very lucrative and attractive. But the difficulty or the risk and responsibility of holding such posts would be known only when you are asked to hold such positions.
