There is. It's called virga. It's preciptation that evaporates before it reaches the ground.

Dry heat has no humidity. Rain is water.Water is not dry. OK I'm done now........

There is "dry ice", and ice is water; hence rain is water, so there! Dry ice = dry rain!! I know that dry ice is really CO2, but had to have fun with your question!
