Well, let me see. It depends on you said bald man's ethnicity.

Of course a bald man from Africa will blind far less than a bald man from where my people are from, Ireland. Thankfully the sun rarely shines there. But, when transplanted to a place like NYC, on a sunny day coupled with the yellowish tint to our skin from a lifetime of boozing... you're potentially talking about millions of blindings. Truly a public hazard, which is why I tend to wear hats.

It depends on which wax was used to polish it.

It depends on the proximity of the people around and if anyone is equipped with special eyeware. (Such as those worn by arc welders..)

14....depends on what angle the light's shining at...and how bright it is!

It can blind everyone, not only is the Sun super bright but also if you add the reflection of the baldness then you have double blinding brightness

It can blind anyone within a 200 foot radius.
