Yes it is in the eye of the beholder. Wouldn't the world be a dull place if we all liked the same things? I like places like the Lake District & Yorshire Dales and think they are beautiful but they're not to everyone's liking.
The same applies to people, not everyone's standards will be the same and what is generally accepted as beautiful in a person will vary greatly from country to country. No self delusion involved.
It is indeed in the eye of the beholder and how educated, trained and refined that eye has become over the years.
That is why some people like Elvis and others Ludwig.
It is also in the ear of the beholder. Beauty is in the senses of the beholder.
