That a good question, But here there is a law prohibiting public nudity, that for some reason does not include art.
Because the statues are considered art. They take skill and insight to create and they represent something else... beauty, state of nature, serenity, dignity...
But a dude standing on the street with his bird hanging out is just that... it's not in the public's interest...
Statues are Art. Bodies, not so much (unless you spend 24/7 at the gym). OH and society is full of prudes. It is only a human body no big deal.

cuz naked statues always have really good bodies and fine faces. i dunno about u but theres a hella lot of ppl that i dont want to see running around naked. trust me its for the better
Statues stand still and usually have a hand covering something.
In the 60's or 70's there was a Broadway musical called "Oh Calcutta". I believe this issue came up because of the nudity involved and it was decided then- if you are naked on stage you had to stay put- no moving around the stage.
