At that age my daughter was a pumkin...the year after when she was 4 she was a ghost.
Princess maybe. A gold tiarra w/ a sparkly dress would do for that...
A cheerleader
A football player (cause you know my daughter was all into wrestling at that age, so DON'T discriminate if she wants a "boy" costume - and yes, Brittney was Macho Man Randy Savage at age 5)
Talk to her, see what she likes. Maybe even a scarecrow? That would be easy enough...take some of her older jeans, rip out the knees, get a flannel shirt at goodwill or something similar, stuff her with pillow stuffing. I always love that, it's so cute! Then paint her face!!
A cute fairy! Or a dragon, I saw a dragon outfit that my friend bought for her kid, it was soooo cute!

My two girls were bumblebees one year, I'd offer you the costume but she would be swimming in it LOL
Awww, my daughter is the same age and I'm still trying to figure out what she can be... last year she went as Tinkerbell w/ the wings and everything... I'm thinking this year she can be a princess or something (I know it's not original but she's obsessed w/ princess stuff)

Get her a bee costume and then get her a crown and scepter so she can be the queen bee! It would bee to cute cause if she's anything like mine then she's got the attitude for it. LOL!
