In answer to your question, i think its a way to make the owner feel better by making light of a situation which in reality is a very cruel thing to do. We wouldn't do it to our kids would we? lmao Perhaps it is fixing the problems the owners are having with the dog...

I totally found that in the answers elsewhere.... It's sorta like saying to someone who wrongs you, "I'll fix you!"
And sometimes getting in a fix doesn't actually fix anything. 'Cause it's fixed! It's rigged! It's grossly unfair! It's a shambles, I'm telling ye! It's all going to the dogs!

if u have heard it in a movie or some thin check ur listening Well i guess u could derive it from an owner of the dog, more steriotypical "civilised" owners (the ones that enter their dogs into dog beauty shows), don't want this testosterone driven, raving dog to be intercoursing with anything that moves, in the steriotypical point of view, that is wrong/broken, so they probly want the dog "fixed," honestly it's sad, how the dog has little say in what the dog wants.
Hope that answers ur question wel ;) Thats a new one on me! I know some people who would be better 'fixed'. I just hope that provision for 'fixing' human males doesn't come into effect as I'm sure some people would vote for me to be fixed. I guess fixed as in they can't get pg anymore and have loads of puppies
