she can be very good!. I used to teach voice!. so I know good voice from not so good!. your sister just needs to build that confidence that every singer needs!. have her start singing to herself in the mirror!. watch how she moves and stands!. tell her when singing, always look at the tops of peoples heads!. not in their eyes!. this can help with being shy!.
don't let anyone discourage her!. start running the scales every day

it will build confidence!.
