Need help figuring out an early 90s music video!?!

For the life of me, I cannot remember this music video from when I was a kid!. The video had a sort of beauty & the beast/hunchback of notre dame story line and at the very end, the cops raided the "beast's" castle or something like that!. The song was a sort of rock ballad!.!. early 90s stuff!.

Anyone know what music video I'm talking about!? It's driving me nuts!.
