You're supposed to fill in your own interpretation!. I think I remember reading that it was an homage to Italian neo-surrealist cinema, like Fellini!. Maybe read up on that more and try to find out what movie exactly it is most like and see the movie!.
But in general it is just the depression that Radiohead have always been fixated on (but were more perhaps, during their first 3 albums)!. Life is terrible and miserable and it is better to just lay down and die than to force yourself to fit into the paradigms established by everyone before you--because getting ahead on your own terms is just unspeakably difficult--and no one will ever understand you the way you want to be understood!. Something like that maybe!. But much more succintly stated!.
Then again maybe it is something positive and everyone wants to join in with the guy!. Who knows!?Www@Enter-QA@Com

The first answer is correct!. The band has never revealed what the man in the video says!. It's left completely open to interpretation!.
I wouldn't be surprised if the band members themselves didn't know what was said (i!.e!. there is no specific answer), but I'm sure they've enjoyed hearing fan suggestions/interpretations over the years!.
