Although I would say the loudest band to date is Guitar Wolf, with bands right under them as the loudest starting with the Stooges, then The Who, then New York Dolls, then Sepultura, then probably the Pagans from Cleveland, then the Ramones, then Black Sabbath, then Rage Against the Machine, as far as who I'd rank as some of the loudest bands!. For loudest bands, I'm ranking that by bass & lead guitar parts, not just the lead guitar parts!.
The best scream I'd rank the same way not just by the higher pitches, but also by the bass in the voice too!. The best scream I'd have to go with Roger Daltrey of the Who, for when the Who did "Won't Get Fooled Again"--

This video link I posted above doesn't do it justice enough because I've heard Roger scream it even louder than that!. In that song Roger Daltrey gives the vocals in that song power!!!!!! A lot of bands forget what that word means a lot!. I listen to lots of different genres of Rock-n-Roll--Punk, Industrial, Metal(not commercialized but I do like Aerosmith & old Van Halen), Rock-n-Roll Classics from the 50's & 60's too(which some of those I consider Alternative too), besides I also listen to Goth, Reggae, Political Rap & a lot more genres!. With having listened to lots of music in my life & having gone to a lot of concerts, knowing about lots of bands, I'm using a full spectrum of judging on this question, by not just judging the high pitches as I said, but more of the the whole voice range, which by the way Roger Daltrey's voice really carries on this song too, in case people aren't noticing!.
Other notable screams--
This link not having their loudest screams, but I couldn't find a link with that particular song--

also this band--

I'd also put a link for Iggy Pop's "Death Trip" screams as notable screams too but I no one has that song of Iggy's on You Tube, even though they seem to have a ton of other Iggy Pop songs, on You Tube just not that one!. Here's Iggy's Stooges' "TV Eye" & "1970" though--

There's also an old Boston band named DMZ that has a song of theirs that I would put as one of the top notable screams, but I couldn't find them on You Tube!.
