Everyone has their own opinion but most people that understand the technical aspects that go with rhyming will say Biggie!. Tupac was no where near Biggie's level!. Tupac certainly was the most intelligent and understood a lot more about how to make songs that sold and many of his songs contained a message that reflected many troubles in society but he was not better than Biggie in terms of flow!.
Jay's flow is even better than Tupac's!.
Eminem and Kanye probably win for creativity but Kanye can't rap for ****!.
50 Cent had potential back in the day when he put out "How To Rob" and quickly fell off!.
Twista would obviously be the fastest of these emcees!.
Everyone else sucks!.
