In the 1920s, which is when the movie takes place, it was considered VERY daring and promiscuous for a woman to show her knees and bare legs!. So I'm guessing she says she is going to rouge her knees to make them stand out even more without her stockings on!. Women back then only put a little on, but the extra red on their knees made the look a lot more daring because the knees stood out more!Www@Enter-QA@Com
