It is Canon in "D" !.!.!. the key signature includes the F# and C# symbols because it is in the Key of D, those two notes are played sharp throughout the piece (in every register) unless there is a cancellation before them!.

Do you mean that the clef isn't a treble clef but is instead shaped like a 3!? Because that's an alto clef!. In alto clef, middle c is the middle line!.
