Its abit hard, because your natural vibrato is with the low notes!. What does it feel like when the vibrato comes out at the low notes!? There are some excersises you can do to imitate this!.
But if that doesn't work, slightly move you bottom jaw up and down when singing!. This is good especially if you don't care what you look like when you do it!.Www@Enter-QA@Com

Vibrato is a natural wobble in the voice, which indicates good technique and constant support!. Vibrato has nothing to do with moving your jaw up and down, you just need to strengthen the muscles to cope with the high as well as low notes!.
