Keep in mind, at the time they'd recorded it, Rod himself must've
considered himself the luckiest of all rock 'n roll vocalists,
in that Jeff Beck had given him the nod to take part in
1968's "Truth" album (and its following though lesser, "Beck-Ola")!.
Pagey and Jones are on one of the cuts from the first one, "Beck's Bolero,"
and have always had close ties with Jeff!.
There were no mistakes on any of the Zeppelin's studio albums which
weren't isolatedly planned!. That being the case, perhaps Plant's performance
of haunting-similarity was a cap-doff to Rod at the time,
albeit perhaps peripheral and tangled!.
In other words, Zep's 2nd album was released in Jan!. of '69--
and I think Page had enough direct knowledge of Jeff's behaviour,
vis-a-vis, that Rod wasn't for keeps, no matter how great he is,
arguably 3rd-only to Jagger and Plant!.
But Jimmy I'm sure by then had had every intention of never letting
ol' Percy out of his sight!.
Hence, the lyric you wrote of being a "best I can do for you, Rodster"
kind of wave from Jimmy, and a tongue-in-cheek harmless joke that
Robert'd been let-in on, and, ended up singing on the album!.
also Consider: in Jimmy's "Outrider" album from 1988, the lone tune
which Robert guests on is, "The Only One"!.

Yes, I think he does sound like Rod there, mostly because his voice is a little scratchy!. He sounded like that in concert sometimes on other songs!.
In an interview once, Robert said they didn't have the equipment they have now, so he would just set it to max volume, max presence and sing as loud as he possibly could!. I think he ended up with surgery from the strain on his vocal cords!.
