the man is dying but he's acting like everything is fine and is just going through his everyday life, ignoring the disaster that has befallen him!. it is most likely about syd barret, who was mentally wasting away but trying to continue on with the band and touring and stuff!. he was unable to perform in shows but he still didnt fully understand how destructive his behavior was to himself and the band!. the man in the picture is acting casually even though it is obvious to everyone else that he is dying!. its one of my favorite album coversWww@Enter-QA@Com
i think it may mean more than one thing!. i believe it to be about selling your soul for the record deal, based on the song have a cigar!. i think it could be about a friend(syd) who burnt out due to his mental condition and lsd!. the burning guy represents syd and the other guy is the band!. i think it could also be a person losing there creativity and becoming another mindless person who does what there told to!. the burning is the lose of the creativity!. this is what i think it means and i think it means all these things at one timeWww@Enter-QA@Com

Well I believe the song was written for Pink Floyd's original guitarist Syd Barrett who had used heavy drugs and was eventually in a mental institution!. That might explain the album cover!.Www@Enter-QA@Com
