Pop music has a very strange way of mixing modes--it's either in Eb Major or c minor!. The dominant chords imply Eb Major, but they always resolve to a c minor chord!. That being said, I think it's Eb Major, but the composer decided to create a feeling of unrest by changing back and forth between the major key and its relative minor!.
