It's from a Rap song, it goes like this

'I could've been next to fly over the cuckoo's nest

Answers:
Probably referring to the book/play/movie "One Flew Over The Cuckoo's Nest" which is about a guy who gets put in a mental hospital, rubs the head nurse the wrong way because he riles up the other patients, and then ends up getting lobotomized!. Sounds like the wrapper means "he could've been next to lose his mind"!.

The origination of the phrase is from this old nursery rhyme:

Vintery, mintery, cutery, corn,
Apple seed and apple thorn;
Wire, briar, limber lock,
Three geese in a flock!.
One flew east,
And one flew west,
And one flew over the cuckoo's nest!.Www@Enter-QA@Com

it's a reference to a classic Jack Nicholson filmWww@Enter-QA@Com

"I could've been next TOO fly over the cuckoo's nest"
could have been beter than he/she is and the rest, like a hero "with an "S" tattooed to my chest" (superman)Www@Enter-QA@Com
