I think it all depends upon the music and the era!.
The 1970s when Punk was the big thing in music, it was New York!.Bands like The Ramones, Blondie, Talking Heads, The New York Dolls all got their start and recognition thanks in part to a little club called CBGBs
The 1980s LA was known as the Mecca due to the popularity of Hair Bands!. Almost every Hair Band from that era was from LA or at least moved to LA to get their start!. After a while clubs like Gazarris, The Whiskey, The Rainbow, The Troubadour and The Roxy were the places to go and to play!.
The 90s it was Seattle!. Nirvana, Pearl Jam, Mother Love Bone et al who were the vanguards of the Grundge scene all hailed from there!.
For the final count of what city produced!.!.!.I would have to say Los Angeles!. From the Beach Boys to the Mommas and the Pappas to the Doors to Van Halen to Motley Crue to Guns and Roses and all points in between!.
