Why Louisiana is dominant but, not as dominate as b4 in the Southern Rap Game?!

Like, when Louisiana had artists like Master p(who i say REALLY put the south music on the map), B!.G, Mystikal, Juvenile, and others who put Louisiana on the map and had everyone listining and still to this day!. And Lil Wayne is alright but, despite that he's selling a lot of CD's he's not that good compared to Juvenile who was the backbone of Cash Monet Records as for B!.G!.

also, for music producers who redifiend the way south music sounds like Mannie Fresh and the producer from nolimit!.
