I have always associated it with a throw back to the old school block parties and rap battles; skits were typically thrown out during these battles to get one up on your opponent and throw them off their rhythm
I guess hip hop albums bring these backs as a sense of nostalgia, trying to bring some history of a lost art back to the modern listener!.

Depending on who's album your listening to, some of the skits are pretty funny, but id rather they not put skits on albums and include another song or 2Www@Enter-QA@Com
They suck for the most part but when done well, it makes the album a cohesive work of art, rather than just a collection of songs!.Www@Enter-QA@Com
