I really don't think so!. Pete Rock is much more conservative (wtf lol) in that he has a set formula of how he approaches his beatmaking!. While I don't know much about Kanye's approach, his beats rarely sound the same, and samples alot, so I doubt his approach is anything like Pete's!.
Besides that, Kanye is much more contemporary than Rock, who did get lazy on his latest effort!.
