I would take my chances!. And that not only goes for RHH, but any genre of music as well!. I don't think anyone could go for life without listening to some type of music!. It's not possible! everyone needs music in their life, no matter what kind it is!.
so with that being said, i think everyone would band together and have the dictator killed before he could even make that rule happen!.

That said, since you posted in Rap and Hip-Hop I'll assume you're in the US, in which case you might want to watch the movie "Amerika"!. It was a tv movie made in response to a comment made by Ben Stein (yes, *that* Ben Stein) when "The Day After" was released on tv in which he said he'd like to see a movie about what America would be like if they were taken over by the USSR!. Haven't seen it myself, but I'd like to, even if it is, by all accounts, a load of right-wing propaganda!.
